4.         For Possible Action: Approval of Minutes from April 7, 2014

5.                                             Agenda Items

5.1       For Possible Action: Presentation and discussion only regarding the Fiscal Year 2014-15 Redevelopment budget. (Nick Providenti, Finance Department Director)

 

5.2       For Possible Action: To make a recommendation to the Redevelopment Authority regarding the expenditure of $14,603 from the Redevelopment Fund to pay for the part-time employee position that covers the front desk at the BRIC (Business Resource and Innovation Center) for 25 hours per week. (Lee Plemel)

 

Staff Summary:  At the Board of Supervisors and Redevelopment Authority tentative budget meeting on April 24, 2014, the Board discussed the possibility of funding the BRIC front desk part-time position from the Redevelopment Fund rather than the General Fund and gave direction to staff to get a recommendation from RACC regarding this possible expenditure from the Redevelopment Fund.

 

5.3       For Possible Action: To make a recommendation to the Redevelopment Authority regarding the expenditure of $20,000 from the Redevelopment Revolving Fund to match a recently acquired Nevada Commission on Tourism grant to complete phase one of the Fairground/Fuji Park Complex Directional/Event Banner Sign. Staff Summary: At the April 7, 2014 Redevelopment Authority Citizen Committee meeting, Interim City Manager, Marena Works announced that Carson City had received a $20,000 grant from the Nevada Commission on Tourism for a directional/event banner sign at the Fairgrounds/Fuji Park Complex. Due to City funding limitations, the directional/event banner sign is design to be constructed in three phases.  Phase one will provide the sign’s base with the incorporation of directional information and an upper metal frame which will be designed to allow for changeable banners to be installed for event promotion at the complex.  The estimated cost for Phase 1 is $70,000.  The Nevada Commission of Tourism has provided a $20,000 toward this project.  City staff is requesting $20,000 from the Redevelopment Authority to match the NCOT grant.

 

5.4       For Possible Action: To prioritize and recommend to the Board of Supervisors the approval of the expenditure of $65,000 for Special Event funding from the Redevelopment Revolving Fund for Fiscal Year 2014-15. Part 1    Part 2   (Lee Plemel)

 

Staff Summary:  Redevelopment annually funds special events within the Redevelopment District from a portion of the Revolving Fund. The Redevelopment Agency has received more requests for funding ($125,750 total) than budgeted Redevelopment funds available to support the requests, leaving a funding shortfall of $60,750. The requests include: $2,500 for Pinkerton Ballet Theatre (Nutcracker Ballet), $2,500 for Sierra Nevada Ballet (Peanutcracker), $10,000 for Sierra Nevada Ballet (Duke’s Place), $8,000 for Mile High Jazz Band Association, Inc. (Jazz & Beyond Music Festival), $6,500 for Advocates To End Domestic Violence (Taste of Downtown), $7,000 for the Silver Dollar Car Classic, $6,100 for Joy Evens (Lone Mountain Cemetery Tour) , $10,000 for NV Rural Counties RSVP Program, Inc. (Spring Fun Fair), $10,000 for NV Rural Counties RSVP Program, Inc. (4th of July Celebration), $10,000 for NV Rural Counties RSVP Program, Inc. (Nevada Days Celebration), $10,000 for City of Carson City (Nevada Sesquicentennial Fair), $5,000 for Ventana Sierra (Great Carson City Book Festival 2015), $28,000 for Nvision Live Events (Nvision Live Events Series), $4,150 for the Carson City Senior Center (MOW Classic Car Show & Concert in the Park), and $6,000 for Capital City Arts Initiative.

8.         For Possible Action:  For adjournment

**  PUBLIC COMMENT:  The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
